India will refund the excess amount paid to it.Definitely! Not the amount of tax paid to other countries. The tax relief computed u/s 91 is to be deducted from the total tax computed without relief. The net amount is to be paid by the assessee in India. So , if you have paid tax in form of Advance tax or TDS and finally it is found that there is Refund , you file the return claiming refund. And enjoy the refund.
